According to the Manchester Evening News‘ Rob Dawson, it is a one-match suspension carried over from Italy:

This suspension comes as a result of two yellow cards he attracted last season with Juventus, the last one being in the Coppa Italia finals against AC Milan–a match which The Old Lady won.
According to Sky Sports, the two yellow cards triggered the suspension.
Pogba recently rejoined United from Juventus after a four-year spell with the Serie A giants.
The French midfielder’s contract with United is valued at £89 million.
As explained by the FA, 23-year-old Pogba will have to wait to put on the famous red shirt once more:
@SportyShubh He was booked twice in last season’s Coppa Italia, which results in a one-game ban. This has been transferred to England.
