Prior to his role at the Welsh Government, Moss was chief exec at the Intellectual Property Office.
The Department for Transport said Moss’s time at the Welsh Government and IPO have given him “extensive experience” managing functions including HR, finance and digital and data. It said he has also had oversight of several independent inspectorates focused on health outcomes and planning decisions.
Heidi Alexander warmly welcomed Moss as the new head of DVLA, acknowledging the wealth of experience he brings to the job. “I’m looking forward to working with him as he builds on the hard work of DVLA’s previous CEO, Julie Lennard,” the transport secretary said.
Alexander also thanked the interim DVLA chief executive Lynette Rose, who took on the role temporarily following Lennard’s departure in November. “I wish her the very best as she returns to her role as director of strategy, policy and communications at the end of March,” she said.
Moss expressed delight at his appointment as DVLA boss, saying he felt honoured to join the team. “I have enjoyed a number of links with DVLA over the years,” he said, citing “the great work it has done on digital transformation and customer delivery, which touches the lives of nearly everyone in the UK”.
Moss will lead DVLA’s mission to achieve excellent customer service and “the next phase of making the UK’s roads the safest in the world”.
