Trump Repeats $5,000 Payment Promise if Republicans Retain Congress

President Donald Trump has renewed his promise to provide $5,000 to every adult U.S. citizen if Republicans retain control of both the House of Representatives and the Senate following the November midterm elections.

Trump repeated the pledge on Saturday in a video posted on social media, describing the proposed payment as a dividend linked to the country’s economic performance under Republican leadership.

“Our country is doing so well under Republican leadership that only I can make you this promise,” Trump said in the video. “If Republicans win the House of Representatives and the Senate, I’m going to give all adult citizens in the United States of America $5,000.”

Trump first announced the proposal in September at the Republican National Committee’s midterm convention in Dallas. At the time, he described the payment as a “Trump dividend” and tied it directly to Republican control of Congress.

Trump Links Payment to Tariff Revenue

Trump said the federal government would be able to finance the payments because of revenue generated through tariffs and what he described as strong economic performance.

He argued that the proposed dividend would be possible because the United States was “taking in massive amounts of money through tariffs” and experiencing what he called “record-setting economic success.”

Trump estimated the overall cost of the proposed payments at approximately $1 trillion. He also claimed that the United States had attracted $21 trillion in investment during the previous 15 months.

The proposal, however, would require congressional approval because federal spending must be authorized through the legislative process. Ohio Republican Sen. Bernie Moreno said after Trump’s initial announcement that he would work on legislation to authorize the payments following the November election.

Trump has not provided detailed information on how the payments would be administered or how eligibility would be determined beyond identifying adult U.S. citizens as recipients.

Trump Warns of Economic Consequences if Democrats Win

While promoting the proposed payments, Trump also warned voters about what he said would happen if Democrats gained control of Congress.

“But Democrat policies won’t allow this to happen,” Trump said. “In fact, the opposite is going to take place. They’re going to raise your taxes, and they’re going to destroy our country and certainly destroy our economy.”

Trump compared a potential Democratic victory to the economic collapse associated with the Great Depression.

“It’ll be a 1929 disaster if they get in,” Trump said. “So, if the Democrats win, you will have an economic depression, much like 1929.”

He contrasted that prediction with his description of the potential outcome under continued Republican control.

“If the Republicans win, you will each have $5,000 in your pocket and economic success for our country like we have never, ever seen before,” Trump said.

The comments came as Trump intensified his campaign activities ahead of the November 3 midterm elections, in which Republicans are seeking to maintain their majorities in Congress.

Trump Cites Military Payments

During his message, Trump also pointed to a separate payment made to members of the U.S. military as an example of his administration delivering financial benefits.

“And remember, just recently I gave all members of the military $1,776, just like 1776,” Trump said. “And everyone said that was an impossible thing to do, but I did it. Everybody got their money. I did it, and I’d do it again.”

Trump has previously referred to the military payment as a “warrior dividend,” linking the amount to the year 1776, when the United States declared independence.

The $5,000 proposal is considerably broader because it would apply to adult citizens nationwide rather than a specific group of recipients.

Questions Over the Cost

The proposed dividend has generated questions about its funding and potential impact on federal finances.

Trump has argued that tariff revenue and economic growth could provide the resources necessary for the payments. He has also cited investment entering the United States as part of the economic rationale behind the proposal.

Independent reporting has estimated that distributing $5,000 to roughly 270 million adults would cost well above $1 trillion. The precise cost would depend on the final eligibility requirements and whether Congress modifies the proposal.

Trump has said the payments would have to be spent in the United States, although he has not explained how such a restriction would be enforced.

The proposal would therefore require both legislative authorization and decisions about its financing, eligibility and implementation before payments could be distributed.

Proposal Comes as Midterm Campaign Intensifies

Trump’s renewed promise comes only weeks before Americans vote in the November midterm elections.

The president has made economic issues a central part of his campaign message, while Republican candidates across the country are seeking to defend congressional majorities.

Trump’s pledge adds another financial proposal to a series of payments and rebates his administration has promoted during the 2026 election season. These include $500 Affordable Care Act-related rebates for certain recipients and a $1,776 payment for active-duty military personnel.

The $5,000 proposal remains contingent on Republicans retaining control of both chambers of Congress and would require congressional action before it could become law.

For now, Trump’s latest statement has placed the proposed “Trump dividend” back at the centre of his economic and election messaging as the midterm campaign enters its final weeks.
