Monday, 20 July 2026 — Republican senators aligned with President Trump are growing more willing to attach his election integrity legislation to must-pass government funding—a move that would force a high-stakes confrontation with Democrats and could decide whether Congress manages to keep the government open past the Sept. 30 deadline, according to multiple reports.

A number of Trump-allied Senate Republicans support folding the SAVE America Act into a short-term spending bill, contending that the measure is too critical to set aside. Incoming Senate Budget Committee Chairman Ron Johnson (R-Wis.) indicated he would back the plan if it could clear the chamber. “If we could pass it, I’d be in favor of it,” he told The Hill. Johnson acknowledged that Democrats would likely oppose the package but said he is open to any legislative path that advances Trump’s top election priority.

The president escalated the fight in a prime-time address Thursday night, calling on Americans to push Congress to approve the SAVE America Act and insisting that tougher election protections are urgently necessary. The legislation would require proof of U.S. citizenship to register to vote in federal elections and strengthen voter ID requirements.

GOP strategist Brian Darling told The Hill that pairing the legislation with a funding measure would put Democrats in a political bind, forcing them to decide between backing election integrity reforms or facing the possibility of a government shutdown.

The proposal faces opposition from within the GOP as well. Sen. Thom Tillis (R-N.C.), who has broken with Trump before, cautioned that the strategy could prove counterproductive, noting that there would be insufficient time to put the changes in place before November’s elections. Sen. Jerry Moran (R-Kan.) has instead called for passing a “clean” continuing resolution to keep the government open while Congress finishes its appropriations work.

Senate Minority Leader Chuck Schumer (D-N.Y.) has already signaled that Democrats will reject any spending bill that includes the SAVE America Act.

Meanwhile, Johnson’s growing influence could shape the legislative strategy. Following the death of South Carolina Sen. Lindsey Graham, Johnson is poised to become chair of the Senate Budget Committee, giving him a key role in advancing another reconciliation package that could include portions of the SAVE America Act, according to Politico. Johnson said his immediate goal is to unite Republicans behind a workable plan while continuing to push fiscal restraint.

Republicans have also explored using budget reconciliation to advance election security provisions, though Senate rules limit what can be included. Supporters argue the SAVE America Act enjoys broad public backing. A Harvard CAPS/Harris poll cited by The Hill found 71% of Americans support the legislation, while 81% favor voter ID requirements.

With only weeks remaining before Congress must act to prevent a shutdown, Republican leaders are walking a tightrope—pursuing Trump’s election integrity priorities while trying to steer clear of the political damage that another funding battle could bring.
