Russia claims it has evidence that the gunmen who killed more than 140 people in an attack on a Moscow concert hall last week were linked to “Ukrainian nationalists”.
In a statement, the Russian Investigative Committee said the attackers had received significant amounts of cash and cryptocurrency from Ukraine.
The committee has not provided the evidence and experts at the Institute for the Study of War have previously rejected the idea that Islamic State would carry out an attack on behalf of Ukraine, not least because it is a Christian nation.
IS claimed responsibility for the attack, publishing footage taken by the gunmen.
Ukraine has emphatically denied it had anything to do with the attack, the deadliest in Russia for 20 years.
Russia blocks UN monitoring of North Korean nuclear and ballistic weapons programs
Russia has vetoed the annual renewal of a panel of experts monitoring longstanding UN sanctions against North Korean nuclear and ballistic missile programs.
The White House called Russia’s decision a reckless action that undermines the UN Security Council’s approach to North Korea.
The move comes as the US accused North Korea of transferring weapons to Russia for the war in Ukraine.
Both Moscow and Pyongyang have denied the accusations, but vowed last year to deepen military relations.
China abstained from the vote, while the remaining 13 UN Security Council members voted in favour.
