Position Summary
The Budget Coordinator serves as a key financial partner to the Chief Financial Officer and plays a central role in leading the full lifecycle of the College’s budget, including development, implementation, monitoring, and reporting. This position coordinates the college-wide budget development process, ensures compliance with applicable state and federal regulations, and supports long-term financial planning through analysis and forecasting. The role also oversees treasury functions and contributes to institutional decision-making by providing accurate, timely, and strategic financial insights.

Examples of Duties – Essential FunctionsPrimary Responsibilities
1. Budget Development & Oversight

  • Lead and coordinate the College’s annual institutional budget development process, including establishing timelines, guidelines, and communication with departments.
  • Develop, monitor, and maintain budgets across all institutional funds, ensuring alignment with adopted budgets and organizational priorities.
  • Prepare multi-year financial projections and scenario analyses to support strategic planning and decision-making.
  • Compile and prepare budget reports, presentations, and supporting materials for executive leadership, the Board of Education, and college committees.
  • Ensure compliance with Oregon Local Budget Law and other applicable regulations, including required notices, filings, and public reporting.
  • Maintain and publish budget information and documentation for internal and external stakeholders, including accreditation support.
  • Serve as a primary liaison between departments and leadership on budget-related matters.

2. Financial Planning & Analysis

  • Analyze financial data to identify trends, risks, and opportunities, and provide recommendations to leadership.
  • Partner with Human Resources and Payroll to develop and maintain personnel cost projections, including salaries, benefits, and negotiated changes.
  • Support grant development and institutional planning efforts by providing budget modeling and financial projections.
  • Monitor monthly financial activity and ensure alignment between financial reports and the adopted budget.

3. Treasury & Cash Management

  • Oversee daily cash flow monitoring and ensure adequate liquidity to meet operational needs.
  • Manage transfers between accounts and coordinate funding requests to support college operations and grant activity.
  • Monitor banking activity and account balances to ensure accuracy and identify potential issues or irregularities.
  • Serve as a key point of oversight for financial controls related to cash management and banking transactions.
  • Provide analysis and recommendations to support short- and long-term cash management strategies.

4. Systems & Data Management

  • Administer and maintain budgeting and financial systems, including system configuration, data integrity, and user access to ensure accuracy, accessibility, and effective use of financial data across the College.
  • Coordinate the integration and reconciliation of budget data between financial systems.
  • Develop and maintain tools, reports, and resources to support budget development, monitoring, and decision-making.
  • Provide training and support to college staff on budget processes, tools, and systems.

5. Compliance, Reporting & Audit Support

  • Support the preparation of financial documentation and workpapers for annual audits.
  • Ensure the accuracy, integrity, and consistency of financial data used in reporting and decision-making.
  • Maintain documentation and processes that support compliance with institutional policies, regulatory requirements, and accreditation standards.
  • Collaborate with finance and operational leaders to ensure consistent financial practices across the College.

6. Other Duties as Assigned

  • Participate in institutional committees and cross-functional initiatives.
  • Provide financial analysis and support for special projects as assigned.
  • Engage in ongoing professional development to remain current in public sector finance and budgeting practices.
  • Perform other duties as assigned.

Screening CriteriaQualifications & Additional Position Information
1. Minimum Qualifications

  • Education – Bachelor’s degree in Accounting, Business, Finance, or a related field, or an equivalent combination of education and experience.
  • Experience – Five (5) years of progressively responsible experience in accounting, budgeting, or financial analysis, preferably in a public sector, governmental, or higher education environment. Experience should include:
  • Budget development and financial forecasting
  • Financial reporting and analysis
  • Working with complex financial systems and data

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Preferred Qualifications

  • Master’s degree in Accounting, Business, Finance, or a related field.
  • Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or similar professional certification.
  • Experience in higher education finance or governmental budgeting.
  • Experience with fund accounting and regulatory compliance.

3. Essential Knowledge, Skills, & Abilities (Core Competencies)

  • Knowledge – Knowledge of generally accepted accounting principles, fund accounting, and public sector financial practices. Understanding of budget development, financial forecasting, and cash management principles. Familiarity with applicable state and federal regulations, including public sector budgeting requirements and audit standards. Knowledge of financial systems, data management, and reporting tools, as well as institutional policies and procedures.
  • Skills – Strong analytical and financial modeling skills, with the ability to interpret complex data and translate it into meaningful insights. Excellent organizational and project management skills, with the ability to manage multiple priorities and meet deadlines. Effective written and verbal communication skills, including the ability to present financial information to a variety of audiences. Strong problem-solving, collaboration, and interpersonal skills. Proficiency in Microsoft Office Suite and financial systems.
  • Abilities – Ability to develop and manage complex budgets and financial models. Ability to analyze data, identify trends, and make informed recommendations. Ability to work independently and exercise sound judgment in applying policies, regulations, and financial principles. Ability to collaborate effectively across departments and communicate complex financial information clearly and respectfully. Ability to maintain confidentiality and handle sensitive information with discretion. Ability to adapt to changing priorities and organizational needs while maintaining accuracy and attention to detail.

4. Other Requirements

  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

  • Manual dexterity and coordination are required for over half of the daily work period (over 50%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment, or driving. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials such as files, books, office equipment, up to 5 lbs. daily, and 5-25 pounds occasionally. This position requires both verbal and written communication abilities.

Additional Posting Information

This is a Full-time Exempt/Managerial (100%, 246 days/year) position in the Operations and Finance department. Starting compensation will be based on Grade I of the 2025-26 salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook.
