Brexit Blow: UK PM Burnham Open to EU Free Movement Rules

ERBIL (Kurdistan 24) – British Prime Minister Andy Burnham called for opening a debate on changing the post-Brexit rules and expressed openness to applying European Union freedom of movement regulations, Reuters reported, in what amounts to one of the most significant public signals yet of a potential reversal of a core element of the United Kingdom’s departure from the European Union.

Burnham raised the possibility of reviewing EU-UK relations as part of his stated direction to reset the relationship with Brussels, with freedom of movement included among a broader set of files that also cover migration policy and data sharing with the European Union.

The Prime Minister acknowledged that the previous flow of European labor into Britain created domestic challenges, a notable concession that the free movement era produced pressures that contributed to the public sentiment behind the Brexit vote, while simultaneously signaling willingness to revisit those arrangements in a new framework.

Opposition

The reopening of the freedom of movement file was met with immediate opposition from former Conservative Chancellor Jeremy Hunt, who argued that restoring EU freedom of movement would represent a fundamental reversal of the democratic mandate of the 2016 Brexit referendum and would be unacceptable to large parts of the British public. The pushback reflects the enduring political sensitivity of any Brexit reversal, even a partial one, in British domestic politics.

The Context

Burnham’s statements arrive as the broader geopolitical and economic context has shifted significantly since Brexit was implemented. The US-Iran conflict has disrupted global energy markets and increased economic pressure on European countries, the Russia-Ukraine war has strengthened the case for European security cooperation, and the Trump administration’s America First posture has accelerated European states’ reassessment of their collective security and economic arrangements. Against this backdrop, the case for closer UK-EU cooperation on labor, data, and trade has gained new momentum among British politicians who had previously accepted Brexit as a settled question.

Freedom of movement was among the most symbolically significant elements of Brexit, with its elimination a central promise of the Leave campaign in 2016. Burnham’s willingness to publicly discuss its restoration, even within a new framework, marks a significant shift in the political boundaries of what is discussable in post-Brexit Britain.
